Shadow AI is inside your organization: see it, control it, and govern it in 30 days
Acceptable use policies do not work. Tagging data does not scale. Partial visibility through policy exposes organizations to risk. The path from shadow to governed AI runs through three stages, in this order: Visibility, control, and governance.

Generative AI moved from curiosity to critical infrastructure inside most organizations in under 18 months. 80% of employees now use unapproved AI tools at work. More than half admit to pasting sensitive corporate data, source code, customer records, deal terms, into models that retain and learn from what they ingest. This is the largest, fastest, and least visible shift in how data leaves an organization since the cloud transition, and security teams did not get a planning window.
The frameworks most enterprises rely on were written for a world where data lived in known repositories, traveled through known channels, and was used by known applications. None of those assumptions hold for a browser tab open to ChatGPT. What follows is how to think about the problem, organized around the three questions every CISO is now being asked: Can you see what your workforce is doing with AI? Can you control it without breaking it? Can you prove it to someone who needs evidence?
Visibility: you cannot govern what you cannot see
A full 69% of organizations only suspect, not confirm, AI usage in their environment. The reason is structural. Most existing data protection investments inspect content in transit through known channels: email, sanctioned cloud apps, network egress through a proxy. Browser-based GenAI does not fit that model. A paste into ChatGPT is not a file transfer. It is a keystroke. A query to a niche AI assistant your engineering team installed last week is not a sanctioned application. It is a desktop process your CASB has never heard of.
Visibility into Shadow AI requires monitoring the channels where AI activity actually happens, the endpoint and the browser, and surfacing it without months of policy authoring or content tagging. Endpoint visibility detects the desktop AI applications like ChatGPT Desktop, Claude Desktop, and Cursor, that engineering teams adopt without IT involvement. Browser extensions capture the prompts, pastes, and uploads that happen entirely inside a browser session. The signal then has to be prioritized automatically by user, content sensitivity, and destination, because the volume inside a 5,000-person organization is too large for any analyst team to triage manually.
The first deliverable any serious Shadow AI program has to produce is the data that turns assumption into evidence.
Control: policies alone don’t work, and blunt controls slow innovation
The instinct most security organizations have when they first see their Shadow AI exposure is to build a policy and get employees to agree to it. This response is rational, but it does not work. Roughly half of employees say they would continue using personal AI accounts even after a corporate ban.
Hard blocks do not eliminate the behavior. They eliminate the visibility into the behavior, push it onto unmanaged devices, and damage the trust between security and the rest of the workforce.
The control problem is not whether to enforce. It is how to enforce in a way that is proportionate to the risk of a specific event. A first-time mistake by a marketing analyst pasting a draft press release into ChatGPT is an educational moment, not an investigation. The right response is an in-the-moment nudge that explains the policy and offers the sanctioned alternative. A serial policy violator pasting source code into the same tool is a different event, and warrants a hard block.
This is the difference between content-only controls and risk-aware adaptive controls. Content-only controls treat every event the same because they only see the file. Risk-aware controls treat events differently because they see the user, the source of the data, and the destination together. The most important capability in a modern Shadow AI program is the ability to have proportionate controls that respond based on risk.
Governance: a written policy is not an enforced policy
Almost every organization has an AI Acceptable Use Policy, written in 2024, refreshed in 2025, and published to a wiki page almost no employee has read. The gap between the policy and the enforcement is the gap that brings most CISOs to the conversation. The board is asking, “What is the exposure?” The audit committee is asking, “What are the controls?” The regulator, in an increasing number of jurisdictions, is asking, “Where is your evidence that your policy is operational?” None of those questions can be answered with a wiki page. They require a system of record.
Governance evidence has three components. An audit trail of AI activity per user, retained at least 90 days because most departing-employee investigations look back that far. Documented enforcement, blocks, allowances, coaching events, tied to specific users and specific policy rules, because that is what a regulator wants to see. And a board-ready view that turns the operational data into a narrative: how AI is being used in this organization, by whom, with what data, and what the risk-reduction trajectory looks like quarter over quarter.

Why speed matters most for today’s data protection

Visibility before control. Control before governance. Every unsanctioned data movement tracked, because AI is moving faster than the planning cycle.
The definition of an insider is changing in real time. An insider is no longer just an employee. It is an employee plus every agent operating in their name, with their credentials, against their data.
